Safety Alert: Franklin & St. Marks Aves. (77th Precinct)

On the Brooklynian message board, letaon reports a mugging at midnight on Saturday, 12/29/07:

I was mugged just before midnight on St Marks just east of Franklin. Some kids (16?) were walking up Franklin behind me, and I thought they might be following me, but one ran up ahead of me -- it seemed like he was just playing a game or something, so I didn't do anything.

Well, I should have trusted my instincts. He wasn't playing, even though he ran ahead and turned down St Marks, and met up with his friends, who were on bikes, on St Marks. When I got to my doorstep, I was attacked and mugged.

In retrospect, what's most disturbing about this is that these kids knew -- or at least, they seemed to know -- which street I'd be turning down. The one turned down my street before me, and met up with his friends on bikes on that street.

I was lucky. I didn't give them my wallet, and they only got my cell phone. They threatened to use a knife but I didn't see one. There was a not inconsiderable scuffle, so if they'd had one, I think they'd have used it, but who knows.

The cops who took the report indicated that there's been a rise in juvenile crime, particularly on Franklin, and particularly after 11 PM.

UPON ARRIVAL THEY FOUND A M/B/37 SHOT 1X TO THE HEAD. VICTIM WAS REMOVED TO WYCKOFF HOSPITAL WHERE HE WAS PRONOUNCED D.O.A. AT 1933 HOURS. NO ARRESTS. INVESTIGATION ONGOING.

"This is senseless": Prayers to end the violence

About 60 people attended Sunday's prayer vigil in front of 89 Lefferts Place, a few steps from the place two teens were murdered last week. Rev. Clinton Miller of Brown Memorial Baptist Church is at the microphone; behind him is Michelle Grant, the mother of 19-year-old Robert Grant, one of the victims. (Apologies for the poor quality of the photos, which were taken on my cell phone).

"My son was a good young man. He walked in faith," Ms. Grant said. "This is senseless. We all have to heal from this."

State Sen. Eric Adams -- who as an ex-cop once worked in the 88th Precinct, where the murders occurred -- challenged community members to get more involved in public safety efforts. "We're not going to win back our community sitting on the couch with a remote control in our hand," he said. "Men must return to the streets and assure the safety of their community."

Councilwoman Letitia James and Assemblyman Hakeem Jeffries also addressed the crowd, as well as Aminisha Black, a block association leader who raised 7 children on Lefferts Place.

Brooklyn Gets 600 New Operation Impact Officers

The NYPD is sending 1,800 rookies to patrol high-crime pockets that have resisted the overall crime drop, officials said Wednesday as they announced the city is poised to have the fewest murders in 44 years.

One third of the officers - some 600 cops - will be deployed in hot spots in six Brooklyn precincts starting tomorrow.

From the New York Times:

Of the 76 police precincts in New York, there were 6 that showed slight increases in overall crime, officials said. Of those, four were in Brooklyn — the 73rd, 77th, 79th and 84th Precincts; one in Queens, the 101st Precinct; and one on Staten Island, the 122nd Precinct.

Mr. Kelly said that about one-third of the 1,800 officers in the program would be sent to central Brooklyn precincts: the 70th, 71st, 73rd, 75th, 77th and 79th. Also, 45 officers will be assigned to northern Brooklyn as Impact Response Team officers, a flexible component within Operation Impact where the borough commander has the option of using the officers as he sees fit.

The program will focus primarily on several precincts in Brooklyn, where violent crime has gone up even as it fell throughout the rest of the borough. For example, in the 79th Precinct, which covers the Bedford-Stuyvesant neighborhood, shootings were up 26 percent this year, Kelly said.

Along Nostrand Avenue in Bedford-Stuyvesant Wednesday, community reaction to the prospect of a flood of new uniformed recruits on the street was mixed.

"There is a lot of racial profiling, and I'm afraid there will be more harassment," said Diane Graham, 51, a social worker and longtime resident.

But Kato Bryant, 59, a barber who has lived in the area for 35 years and who is a member of the 79th Precinct Community Council, says visible police presence is the backbone of any stable neighborhood.

"You need the police officers like you need the church," Bryant said. "Police officers, the church minister -- this is what makes up the community."

No Arrests in Christmas Eve Murders

Best friends Robert Grant, 19, and Oliver Maitland, 16, had just left Grant's mother's apartment on Lefferts Place in Fort Greene at about 9:45 p.m. Monday when at least four shots were fired, hitting Grant in the head and Maitland in the head, torso and arm, cops said.

"One of the boys was still alive," said Angela Gore, a neighbor who rushed to their aid after the shooting. "You could see his finger moving."

Prayer Vigil on Lefferts Place, 2 pm Sunday Dec. 30

Assemblyman Hakeem Jeffries (D – 57th District) and Rev. Clinton M. Miller, Pastor of Brown Memorial Baptist Church, will be joined by family members of the victims, other elected officials, community leaders and residents at 121 Lefferts Place in Clinton Hill, the site of a recent execution style double homicide that left two teenagers dead. The group will call upon residents of Central Brooklyn to take responsibility for the recent spate of shootings in the area and to demand an atmosphere of civility in the neighborhoods.

Although New York City is seeing record-low declines in overall crime, the numbers in Central Brooklyn remain stubbornly high. “Community building is not a spectator sport,” said Assemblyman Jeffries. “Civic engagement and a mutual understanding of community responsibility are at the core of deflating this scourge of violence from our neighborhoods.”

On Christmas Eve, Robert Grant, 19 and his close friend, Oliver Anthony Maitland, 16, were both shot in the head around 9:45 p.m. Investigators have no suspects.

Following the vigil, the wake and funeral for Mr. Grant will take place at Brown Memorial Baptist Church, located at 438 Washington Avenue in Clinton Hill.

645 rookie cops to hit high-crime streets

There may be fewer homicides in Brooklyn's high-crime neighborhoods, but the number of people getting shot and robbed there is on the rise.

Home burglaries, car break-ins and muggings also have increased in central and north Brooklyn - even as the same crime rates have decreased citywide, NYPD statistics show.

... the 77th Precinct - where burglary is up by 15% this year over last year and robberies are up by nearly 7%.

One of the neighborhoods saw an even more deadly trend: Even as the city's murder rate hit a 45-year low, deadly assaults in the 73rd Precinct in Brownsville increased by 27.2%.

Gunshots also wounded 119 people there, up from 92 last year. It was the same grim story in Flatbush, where the number of shooting victims increased by more than 28%.

In Bedford-Stuyvesant, where the number of shooting victims rose from 71 to 91, it also be risky business to own a car: Auto theft shot up 16%, and the number of burglaries rose from 511 to 537.

Christmas Eve Murder - Cypress Hills Houses (75th Precinct)

NYPD Report:

On Monday, 12/24/2007 at approximately 2007 hours, Police responded to a 911 call for a MALE SHOT in the vicinity of Euclid Avenue and Sutter Avenue in the confines of the 75 Precinct. Upon their arrival, Police found a M/B/26 in front of 1266 Sutter Avenue with a gunshot wound to the head. The victim was removed to Brookdale Hospital where he was pronounced DOA. The identity of the DOA is pending family notification. There is no arrest and the investigation is ongoing.

Location is at the Cypress Hills Houses.

Christmas Eve Double Homicide on Lefferts Place (88th Precinct)

On Monday, 12/24/2007 at approximately 2144 hours Police responded to 911 calls for a PERSON SHOT in front of 121 Lefferts Place, in the confines of the 88 Precinct. Upon their arrival Police found a M/B/18 and a M/B/19 both with gunshot wounds to the head. EMS pronounced the victims DOA at the scene. The identity of the DOA is pending family notification. There is no arrest and the investigation is ongoing.

Cop nailed in Long Island slay of fiancée

After nearly three months, a city cop was indicted Thursday in the murder of his fiancée - a fellow officer eulogized at her funeral as the "princess" of Brooklyn's 77th Precinct.

Alexis Chaparro, 27, an instructor at the Police Academy, was told to surrender Friday for an arraignment in the slaying of 28-year-old Sonia Garcia, officials said.

Crime Soars in Central Brooklyn

When it comes to crime in Manhattan and central Brooklyn, it's a tale of two cities.

While most New Yorkers walk the streets without fear because crime is down, many Crown Heights residents say they hear gunshots all night long and are afraid to go out for groceries after dark.

In Bedford-Stuyvesant, where murders have increased in the last year as they have fallen citywide, drug dealing and burglary also are terrorizing residents. Muggings are so common in East New York and Brownsville that seniors won't go out.

"Many people in the Police Department have congratulated themselves that crime is down, but people in our communities see a different picture," said Assemblyman Karim Camara (D-Crown Heights.)

We're Fighting Back: Besieged B'klyn neighbors are rallying to end street violence

Word on the street is that the violence sweeping through my Crown Heights neighborhood - and other parts of central Brooklyn - is fueled by angry, ignorant youngsters who've gotten their hands on weapons.

In a neighborhood with too few fathers, too many boys grow up with little learning and no idea how to control their minds and emotions.

Add drugs and access to weapons and you have the makings of the kind of nightmare that took the life of Carol Simon, a working mom who walked into the middle of a gunfight.

Simon, who died five blocks from my front door on Saturday, is just the latest casualty of street violence.

Breaking News: Police have a suspect in Carol Simon shooting

The NYPD says it has a suspect in the shooting death of a woman apparently caught in the crossfire of a gunfight in her Brooklyn neighborhood Saturday. Police say they have a nickname and a picture of the person they're looking for, though neither is being made public at this time.

A random victim, a mother walking to her Crown Heights building early Saturday evening, is caught in crossfire between gunmen intent on offing each other's sorry lives. And we recall how common such violence once was. And we are relieved that every neighborhood has benefited from a historic drop in crime. Including Crown Heights and the surrounding communities.

But the murder of Carol Simon, 35, as her 9-year-old son waited in the family's SUV, highlights a dangerous trend across much of Brooklyn.

Community Meeting With NYPD Commissioner Kelly

A report from CrownHeights.Info on a recent visit by Ray Kelly to Central Brooklyn.

The commissioner of the NYPD introduced a new program called the ‘Community Partnership Program’ in a gathering in the SUNY Downstate Medical Center in Crown Heights Thursday, December 13th.

Residents from Crown Heights, East Flatbush and surrounding neighborhoods attended the forum, which was opened by the Hon. Ray Kelly where he introduced the new program and how it’s meant to address areas of concern and complaints that residents have with the police.

... The final part of the evening was when Mr. Kelly took questions from the crowd, which included concerns from residents. One of them was from a block association president from the 77th Precinct where he voiced his complaint that there are no longer the ‘foot post’ police officer, and how that posses a problem for law abiding residents to report crime.

Report: 77th Precinct Community Council Meeting

Neene of the Brooklynian.com neighborhood message board has this report from the last meeting of the 77th Precinct Community Council, held on Monday Dec. 12:

The Crown Heights Coalition presented its letter for signatures, this request was strongly backed by the council president, Mr. Caldwell. Given the discussion that followed, the letter was very timely.

Council member Letitia James also addressed the shortage of new rookies and cited the low starting salary as a cause. Her office has gotten a deluge of calls concerning the muggings we are discussing here and she was obviously there to see the precinct and the community's response.

She also stressed the importance of making 311 & 911 calls. She stated that in her bimonthly meetings with Commissioner Kelly, the first thing he does is pull out the stats, if calls are down, it means we don't have a problem, period, end.

She ended her talk with a pledge to work to convert part of the armory on Atlantic & Bedford into a rec center to give youth in our neighborhoods an alternative to the street. She is not proposing displacing the homeless, apparently there are 2 unused floors.

Assembly member Karim Camara also addressed the need to provide positive activities for kids. This is going to be a major focus of the efforts of the Crown Heights Coalition in 2008.

The community affairs officer from the 32nd transit division announced a program that Nike is sponsoring: turn in your old sneakers and the rubber will go to build basketball courts in new Orleans. This partnership with Nike could have VERY positive benefits for the youth in our community in the future, so please participate.

DI Cosgrove was not in attendance, the exec. officer Captain Myrie took his place to give the precinct report and answer questions and, you guessed it, a major issue in the precinct this past month was what we've been experiencing: muggings by kids in the west end of the precinct. There has been increased patrol in response.

Sorry to be the bearer of bad news but the problem is more widespread than what is being reported here. A 30 year resident of Prospect Place between Franklin & Bedford reported that there have been 3 such incidents on her block in the past 3 weeks, same m.o.: kids. And this is against older residents, she was outraged.

This woman also reported that she received a similar type of response to those that have been reported here concerning police reaction to calls regarding crime to the precinct: "this is crown heights what do you expect?"

People, this is what it takes to bring about change, getting up in public forums and voicing your discomfort with the status quo.

Unfortunately we are living in a time when the police department is stressed. And while there are gentrification issues in our community, it's not only the newbies that are getting hit. What this means is that it is up to the community to take control and (imho) this needs to be a 2 pronged approach:

1. working with NYPD with respect to both beefing up the force AND improving community precinct relations

2. working to offer alternatives other than the street to the youth in our community. As Richard Green of the Crown Heights Youth Collective says: "if you take a gun out of a kid's hand, you better have something to put in it's place"

Aspiring nurse killed in crossfire

Simon, 35, was gunned down on the street Saturday near her Crown Heights home, caught in the crossfire of a raging gun battle.

Her 9-year-old son, Kieron McEwen, sitting in the family's SUV waiting for his mother to drive him to swimming lessons, heard the fatal fusillade.

"She took a deep breath and looked up at me," said a neighbor, who rushed to Simon's side. "She looked up again and then stopped breathing."

Crime Is Low, but Fear Knows No Numbers

JOSÉ SANTIAGO, 39, has been around Prospect Heights, Brooklyn, ever since he was a child and started spending summers in the neighborhood with his father, a building superintendent who worked there. Mr. Santiago is a building superintendent himself now, living and working just down the street from where his father lived and worked.

...But the other day, sitting in the lobby of his building, Mr. Santiago sounded nervous. “Crime around here, I guarantee you, it’s going to pick up,” he said. “This year it’s going to pick up. I have a gut feeling.”

Tonite at around 8:00pm, Robbery of an Arizona Ice Tea delivery man. After Robbing the victim the perpetrator fled with cash and gun in hand. Due to the quick thinkin of Officers from the 77 pct, a perimeter was set up, and the perpetrator was apprehended on the rooftop of one of the buildings. Gang Bust Could Aid Troubled Area of Brooklyn

The large-scale takedown yesterday of a violent gang that dealt crack-cocaine in northern Brooklyn could be another positive step in the police department's battle to reduce the area's murder rate.

Nine members of the violent gang known as the G's Up, which is affiliated with a larger gang known as the Bloods, were converged upon and arrested on drug and gun charges in the early hours of the morning at the Marcy Houses, a public housing project...

Among the nine suspects arrested was Nicholas Hayes, whom Chief Boyce called a leader of the drug ring.

Hayes's brother, John Hayes, was shot to death along with his girlfriend inside a parked car near the housing project in July 2006, about two months after the investigation into the gang began. Chief Boyce said the shooting was likely linked to the G's Up.

Join march against domestic violence

Domestic violence is a despicable crime. And an increasing number of concerned Brooklyn residents have decided to do something about it.

This Saturday at noon, hundreds of them are expected to join the Central Brooklyn AntiViolence Coalition in a march against this terrible scourge. It will start at Borough Hall in Brooklyn and end at City Hall in Manhattan.

"We have been dealing with the issue of violent crime, all kinds of violent crime, for a long time," said activist Taharka Robinson, founder of the Central Brooklyn Anti-Violence Coalition.

"Domestic violence is a crime that happens every day, and that's what this march is all about."

In Brooklyn, It Takes a Village

Crime in New York, like much of the city's life, is becoming starkly divided by race and class: Even as the NYPD wins well-deserved praise for wrestling the rate of murder to 40-year lows, killings and shootings are rising ominously in Bedford-Stuyvesant, Bushwick, Ocean Hill-Brownsville and East New York.

Homicides are up 100% this year in Bushwick's 83rd Precinct and up 63% in the 81st, which covers Bed-Stuy. Brownsville's 73rd Precinct shows a 33% increase in murders so far this year.

The press - and the media-hungry pols who flatter and feed off them - has largely avoided telling this tale of two cities, leaving hundreds of thousands of Brooklynites feeling abandoned, alarmed and forced to find their own way out.

As reported here, a man was found shot to death on Saratoga Avenue in late November. Today, the NYPD reports:

Officers from the 77 pct arrested 3 suspects after a gunpoint robbery of 2 patrons inside SAJE on Franklin ave and Park plc. The suspects went into the coffee shop, struck one of the victims with a firearm and stole 2 laptops. After a brief pursuit the perpetrators were arrested on Bedford ave and the Firearm was recovered. All the suspects were in their teens. Kudos to the 77 precinct!!! 13-year-old boy gunned down in lobby of housing project

A 13-year-old boy was gunned down in the lobby of a Brooklyn housing project Tuesday night, and police have no idea why he was targeted, officials said.

Sunny Carter was shot five times about 6:45 p.m. in a Tompkins Ave. building in Bedford-Stuyvesant's Tompkins Houses, cops said.

He was pronounced dead at Woodhull Hospital.

Cops: Teen Jamel Carter ambushed by rival drug dealers

A 14-year-old boy gunned down in a Brooklyn housing project was lured to an ambush by rival drug dealers, witnesses and police said Wednesday.

Tantalized by the prospect of free marijuana, Jamel (Sunny) Carter walked into the lobby of a Tompkins Houses building and was shot five times by a pair of teenagers, a witness said.

"They set him up," said the witness, who refused to give her name for fear of retribution. "He was destined to die."

Mom: Dead child was set up

The grieving mother of 14-year-old Jamel "Sonny" Carter said yesterday her son was set up and witnesses know who shot him to death in the lobby of a Brooklyn building.

"My baby was set up. He was with four other people and nothing happened to them," said Tajuana Albritton, 31.

"He never hangs out at 85," she said, referring to the number of a building at Bedford-Stuyvesant's Tompkins Houses notorious for its gangland-style killings. "My son was set up to go to that building."

ON FRIDAY 10/05/07 AT APPROXIMATELY 0545 HRS THE VICTIM, A F/B/17, WHILE WALKING IN THE V/O PENNSYLVANIA AVE AND BELMONT AVE, WAS APPROACHED BY THE SUSPECTS.
SUSPECT #1, A M/B/18, POINTED A FIREARM AT HER WHILE SUSPECT #2, A M/B/18, REMOVED HER PROPERTY WHICH INCLUDED, BUT WAS NOT LIMITED TOO, CASH AND JEWELRY. AFTER REMOVING THE PROPERTY, SUSPECT #2, FLED THE SCENE WHILE SUSPECT #1 DIRECTED THE VICTIM INTO A NEARBY ALLY WHERE HE RAPED AND SODOMIZED HER. THE VICTIM WAS REMOVED TO AN AREA HOSPITAL WHERE SHE WAS TREATED AND RELEASED.

Send state police to probe L.I. cop slay, senator begs Spitzer

The killling of Sonia Garcia, an officer from the 77th precinct, has triggered calls for an in -depth investigation

A Brooklyn state senator wants the state police to help Suffolk County investigate the slaying of NYPD Officer Sonia Garcia.

In a letter to Gov. Spitzer, Democratic Sen. Eric Adams asked that the troopers' plainclothes unit, the Bureau of Criminal Investigation, be sent to aid local investigators.

"This seems to be a complex case," Adams said at a news conference outside 1 Police Plaza yesterday. "Suffolk County has reached some form of law enforcement brick wall."

Murder - Fulton Street (79th Precinct)

James Oughterson, 22, of Crown Heights, was shot and killed in front of a Bedford-Stuyvesant Papa John's pizzeria just before 4 a.m. by men who fled in a dark vehicle.

His mother, Carol Oughterson, said a family friend told her a girl called her son and asked to meet him near 1038 Fulton St. But when he stepped out of his car, he was shot once in the chest.

"I wish whoever would do this would come forward," the distraught mother said. "Jamal has a mother and a family who loves him very much."

James Oughterson had his GED and was scheduled to return to school Tuesday to take computer technology courses.

"He was a happy-go-lucky type of person," his mother said. "He loved to go to parties and to be with his friends."

THE VICTIM WAS PRONOUNCED DOA AT THE SCENE AT 0400 HRS BY EMS. THERE ARE NO ARRESTS AT THIS TIME, THE INVESTIGATION IS ONGOING.

ON SATURDAY, 10/06/2007 AT APPROXIMATELY 2044 HRS AT THE V/O 1342 SUTTER AVE IN THE CONFINES OF THE 75 PCT POLICE RESPONDED TO CALLS OF A MALE SHOT AT THE LOCATION. UPON ARRIVAL POLICE DISCOVERED A M/B/24 WITH A GUNSHOT WOUND TO THE HEAD. EMS TRANSPORTED THE VICTIM TO BROOKDALE HOSPITAL WHERE HE WAS PRONOUNCED DOA. NO ARRESTS AT THIS TIME, NO WEAPONS RECOVERED. Update: Arrest Made in September Clinton Hill Murder

Back on 13 September, 38-year-old Lawrence Sumpter of 295 Grand Ave. was found in front of 22 Clifton Place, shot three times. He was rushed to Brooklyn Hospital where he died. Gothamist has an account of the incident here and the Daily News story about it is here.

NYPD issued an update today: 29-year-old Keenan Parker of 456 DeKalb Ave. has been arrested and charged with murder.

Rally to protest rape of child in Flatbush

Police are searching for a rapist who dragged a 13-year-old girl off the street near Glenwood Road on Wednesday 10/3/07 and assaulted her in an alley. Newspaper account here.

In reaction to the assault, community activists, along with the 77th Precinct Community Council and the Central Brooklyn Anti-Violence Campaign are planning a rally from 12:00 noon to 3 pm on Saturday, Oct. 13, starting at the corner of Pacific Street and Buffalo Avenue.

'BLOOD' HUNTED IN B'KLYN SEX-ATTACK NIGHTMARE

Police yesterday identified Deshawn Owens [pictured here] as one of three Bloods members who stormed into a Brooklyn apartment and raped three women, including a mother and her daughter.

The brutal attacks took place on Aug. 30, when Justin Harris, 24, who has already been arrested, Owens and a third gangbanger forced their way into the Crown Heights apartment on Sterling Place, cops said.

They began by pistol whipping a 14-year-old boy, his 41-year-old father and another man, 22, cops said. Then they allegedly tied up the nine males in the room, including a 5-year-old boy, before turning on the women.

The thugs, two of whom carried guns, unleashed a three-hour nightmare of terror, raping a 17-year-old, her 43-year-old mom and a 21-year-old family friend.

They allegedly fled with $1,500. Owen and the unidentified thug are still at large

Investigators believe the violence stemmed from an unpaid drug debt.

Teen shot dead in Bed-Stuy turf war

A teen whose grandmother struggled to keep him out of trouble after his mother died was shot to death in what neighbors described yesterday as turf warfare in Bedford-Stuyvesant.

Jhaneek Muller, 16, was shot twice in the chest at 10:15p.m. Monday as he hung out with friends at the Tompkins Houses in Bedford-Stuyvesant, police said.

Muller died at Bellevue Hospital in Manhattan.

"He was just in the wrong place with the wrong people. His friends here had problems with another group of Tompkins kids," said Muller's cousin, Sean Crandell, 32, who lives in the development.

Almost exactly a year ago, the strangled body of 16-year-old Chanel Petro-Nixon was discovered in front of 212 Kingston Ave. in Crown Heights, Brooklyn, just over three days after the honor student left her Fulton St. apartment on Father's Day in 2006 to apply for work at a nearby restaurant.

Chanel's murder might have been prevented if New York's Finest had the resources and public support for a policy of mounting fast, aggressive searches for every missing teen and young adult. According to the NYPD, only about 6,200 people are reported missing every year, a small enough number that each one should be taken more seriously.
